Who Really Runs Deep State

CIGIE stands for the Council of the Inspectors General on Integrity and Efficiency. It is an independent entity within the U.S. federal executive branch, established by the Inspector General Reform Act of 2008. Its primary mission is to address issues of integrity, economy, and effectiveness that span multiple government agencies, while promoting professionalism and a skilled workforce among federal Offices of Inspector General (OIGs). CIGIE coordinates oversight efforts, develops standards and policies, conducts training, performs peer reviews, and maintains platforms like Oversight.gov for public access to IG reports. is Michael E. Horowitz, a prominent U.S. government official and attorney. As of mid-2025, he serves as the Inspector General for the Federal Reserve Board and the Consumer Financial Protection Bureau (CFPB), a dual role he assumed on June 30, 2025. Previously, from 2012 to 2025, he was the Inspector General of the U.S. Department of Justice (DOJ), where he oversaw investigations into high-profile matters like Operation Fast and Furious, FBI handling of the Clinton email investigation, and related issues.He also served as Chair of CIGIE from 2015 to 2020 (and was involved in related leadership roles afterward, including chairing the Pandemic Response Accountability Committee). Known for his independent oversight, Horowitz has a background including roles in the DOJ Criminal Division, private practice, and as a commissioner on the U.S. Sentencing Commission. He is a Harvard Law School graduate and has earned a reputation for impartiality across administrations.
