Pentagon-funded labs in nations bordering Russia and China need to be opened up for inspections, the Russian FM said. Russia suspects Pentagon-funded bioresearch laboratories in foreign nations, including those in Ukraine, may pose a threat because of the secrecy surrounding their work, Foreign Minister Sergey Lavrov told RT. Washington apparently didn’t want to risk exposing its own people to the pathogenic threat, he suggested.
“The Americans some years ago decided that it was too dangerous to do [such research] on their own soil. So, they moved all these threatening and dangerous activities to other countries,” Lavrov claimed.
“More and more they concentrate their research and experiments around the borders of the Russian Federation and China,” he remarked.
Lavrov was referring to biolabs funded by the Pentagon’s Defense Threat Reduction Agency, the existence of which was highlighted during Russia’s attack on Ukraine. The Russian military claims it has discovered evidence that the work in Ukrainian labs funded by the US Department of Defense had military applications.
Washington has denied the claims, which had reiterated Russia’s previous suspicions about research undertaken on foreign territory in return for American grants. The US government said the labs existed to study emerging infections throughout the world and served as an epidemic early warning system.
Beijing wants US to ‘open biolabs’ to international experts
US Under Secretary of State for Political Affairs Victoria Nuland last week testified under oath that there were “biological research facilities in Ukraine,” and that the US was assisting Kiev in destroying research materials so they would not get into Russia’s hands.
In his interview with RT, Lavrov said that, in his assessment, there were more than 300 biolabs worldwide involved in research for the Pentagon. Such facilities should be subject to international monitoring for compliance with the Biological Weapons Convention, which bans any work related to germ warfare. There is no verification mechanism for the treaty – a lapse Moscow wants addressed, Lavrov said.
The UN Security Council is to convene later on Friday at Russia’s request to discuss a legally binding protocol to the convention, “which would require obligatory transparency measures by any participating state,” the minister said. The US stonewalled attempts to implement such a protocol throughout the 1990s before blocking it in 2001, therefore “the Americans … will be against it,” Lavrov predicted, branding the obstruction “not defensible.”
Beijing has previously supported calls for greater transparency about American bioresearch, arguing that Washington would have nothing to hide if all work carried out in foreign labs was as benign as it claimed.

As Americans face an economic crisis, historic inflation and surging gas prices, Congress released a $1.5 trillion omnibus bill on Wednesday allocating $5.9 billion of fiscal 2022 Legislative Branch funding to boosting the allowance and salaries of their staff.
The legislation would grant $774.4 million for the Members Representational Allowance, which funds the House budgets for lawmakers, including staffer salaries and $1.7 billion for House operations.
“This $134.4 million, or 21 percent, boost over the previous fiscal year marks the largest increase in the MRA appropriation since it was authorized in 1996, according to a bill summary by the House Appropriations Committee,” Roll Call reports.
The bill does not technically provide a raise for members of Congress, who earn an annual salary of $174,000. But House staffers, who members use to run errands, and family members of Congressional lawmakers who are often put on payroll, will see a pay increase.
The measure would provide the Senate with $1.1 billion for salaries and operations and $7 million for Senate intern salaries.
The Capitol Police department would also receive $602.5 million, $87 million more than it was provided in the 2021 fiscal year.

Republicans Introduce Bill to Help Victims of COVID-19 Vaccine Adverse Reactions

Sen. Mike Lee (R-Utah) and other Republican senators introduced legislation on March 11 to help people who have suffered adverse reactions from COVID-19 vaccines.
“The federal government has encouraged all Americans to receive the COVID-19 vaccines. While these vaccines have been miraculous and have helped save innumerable lives, there are always some who experience adverse reactions,” Lee said in a statement.
A summary of the measure (pdf) provided by his office states that “Unfortunately, the thousands of patients who have sought relief for adverse effects of the COVID-19 vaccines have not received compensation under the existing framework.”
Lee said, “My Countermeasure Injury Compensation Amendment Act will help build trust in future medical treatments and to make sure those who were harmed are properly compensated.”
The measure, which is co-sponsored by Sens. Mike Braun (R-Ind.), Ron Johnson (R-Wis.), and Cindy Hyde-Smith (R-Miss.), seeks to amend the Countermeasure Injury Compensation Program (CICP).
Issues With CICP
The CICP provides compensation for injuries that result from products delivered during certain public health emergencies—specifically for injuries and deaths as a result of “covered countermeasures” under the Public Readiness and Emergency Preparedness Act (PREP Act).
Injuries because of COVID-19 vaccines are covered under the CICP. However, “it is extremely difficult to obtain awards under the CICP, particularly related to COVID-19 countermeasures,” according to the summary.
As of March 1, only 30 claims have been compensated, totaling more than $6 million. This is out of the 7,547 countermeasure claims filed under CICP for Fiscal Years 2010 through 2022.
The CICP hasn’t compensated any of the COVID-19 countermeasures claims, of which there are 7,056—or 93.5 percent of all CICP claims since the start of the COVID-19 pandemic.
Of the COVID-19 countermeasures claims, 4,097 allege injuries or death from COVID-19 vaccines, while 2,959 allege injuries or death from other COVID-19 countermeasures, such as the use of a ventilator. The CICP said it “does not maintain its aggregated data concerning alleged countermeasures, including vaccines, by specific manufacturer or trade name.”
Cody Flint, an agricultural pilot who suspects he was seriously injured by taking a COVID-19 vaccine, told NTD’s “The Nation Speaks” on Jan. 1 that people claiming injuries from the COVID-19 vaccines have no meaningful way to get compensated and have been ignored by the federal government.
“At this point, the government has totally abandoned us,” Flint said. “The PREP Act stated that vaccine injuries were given an outlet to go seek compensation and financial help in the name of [the CICP]. It’s an absolute joke. We are totally left in the dark.”
Currently, the CICP’s compensation is limited—capped at $50,000 per year for lost employment income (lifetime cap is generally $379,000). A standard death benefit was set at $370,376 in 2021. It doesn’t cover attorney fees, pain-and-suffering damages, or punitive damages.
The National Vaccine Injury Compensation Program (VICP)—the other federal compensation program for those who have suffered serious adverse reactions to vaccines, specifically for cases related to vaccines routinely given in the United States for pregnant women and children—provides compensation much broader than that of CICP.
Besides the loss of earnings, the VICP covers reasonable attorney fees and costs from medical care, rehabilitation, and vocational training. It also covers pain and suffering and emotional distress, capped at $250,000. For a vaccine-related death, the compensation is $250,000. Vaccine-injured victims under VICP have three years from the date of the first symptom to file the claim. CICP only allows people to file the claim within one year after receiving the vaccine.
The Bill’s Actions
The Republican-proposed legislation would reform the CICP to provide people seeking claims regarding COVID-19 vaccines the same framework for adjudication, award determination, and statute of limitations as the VICP.
The measure would also create a commission to determine what injuries are directly caused as a result of COVID-19 countermeasures as covered under CICP, which includes COVID-19 vaccines. It would also require the secretary of health and human services to include injuries determined by the commission into the covered countermeasure injury table for COVID-19.
The legislation would also allow claims that have been previously rejected to be resubmitted for new consideration.
Brianne Dressen, a Utah mother who experienced a serious adverse reaction as a participant in a COVID-19 vaccine clinical trial, said of the proposed Republican measure, per Lee’s office: “What would this bill mean? It would mean those who are suffering adverse reactions will no longer have to decide between putting the bread on the table or picking up that critical prescription from the pharmacy or paying rent vs going to the doctor.
“For those of us waiting for critical compensation, this bill very well could be the difference between healing, and suffering and declining.”
A statement from Johnson’s office said he’s been an advocate for early treatment, health care freedom, and those who have suffered adverse reactions after taking a COVID-19 vaccine.
“He will continue to advocate for the vaccine injured so their stories can be seen, heard and believed in order to get the treatment they need,” the senator’s office said.

Children in China Diagnosed With Leukemia After Taking Chinese Vaccines
After receiving her first dose of the COVID-19 vaccine, Li Jun’s 4-year-old developed a fever and coughs, which quickly subsided after intravenous therapy at the hospital. But after the second shot, the father could tell something was wrong.
Swelling appeared around his daughter’s eyes and did not go away. For weeks, the girl complained about pains on her legs, where bruises started to emerge seemingly out of nowhere. In January, a few weeks after the second dose, the 4-year-old was diagnosed with acute lymphoblastic leukemia.
“My baby was perfectly healthy before the vaccine dose,” Li (an alias), from China’s north-central Gansu Province, told The Epoch Times. “I took her for a health check. Everything was normal.”
He is among hundreds of Chinese that belong to a social media group claiming to be suffering from or have a household member suffering from leukemia, developed after taking Chinese vaccines. Eight of them confirmed the situation when reached by The Epoch Times. Names of the interviewees have been withheld to protect their safety.
The leukemia cases span across different age groups from all parts of China. But Li and others particularly pointed to a rise in patients from the younger age group in the last few months, coinciding with the regime’s push to inoculate children between 3 and 11 years old beginning last October.
Li’s daughter had her first injection in mid-November under the request of her kindergarten. She is now undergoing chemotherapy at the Lanzhou No. 2 People’s Hospital where at least 20 children are being treated for similar symptoms, most of them between the age of 3 and 8, according to Li.
“Our doctor from the hospital told us that since November, the children coming to their hematology division to treat leukemia have doubled the previous years’ number and they are having a shortage of beds,” he said.
Li claimed that at least eight children from Suzhou district, where he lives, have died recently from leukemia.
The hospital’s hematology division could not be immediately reached for comment.
National Pressure
Roughly 84.4 million children between the 3-11 age group have been vaccinated as of Nov. 13, according to latest figures from China’s National Health Commission, accounting for more than half of the population in that age bracket.
There had been some resistance from Chinese parents when the campaign to vaccinate children first rolled out. They expressed concern about the lack of data about the effects of Chinese vaccines on young people. The vaccines are supplied by two Chinese drugmakers, Sinopharm and Sinovac, which carry an efficacy rate of 79 percent and 50.4 percent, respectively, based on available data from trials conducted on adults.
There’s limited information about the health effects of these vaccines on children, and the World Health Organization said in late November that it has not approved the two vaccines for emergency use on the underaged.

But parents who were reluctant to vaccinate their children have faced pressure to comply. Some said they lost work bonuses or were given a talk by their supervisors. In other cases, their children faced punishment varying from losing honors or even getting barred from attending school, as in the case of Wang Long’s 10-year-old son.
“The school told us last year to take him for vaccination on such and such date, or he can’t go to class,” Wang, from eastern China’s Shandong Province, told The Epoch Times.
The boy received his second dose on Dec. 4. A month later, he began experiencing fatigue and low fever. He is now at Shandong University Qilu Hospital, being treated for acute leukemia, diagnosed on Jan. 18.
Censorship
On WeChat, the all-in-one Chinese social media platform, Li has come to know over 500 patients or their family members sharing the same predicament.
The local disease control center, when called by Li and others, had promised an investigation. But these probes invariably ended with the officials declaring the leukemia cases as “coincidental” and thus unrelated to the vaccines.
The authorities said the same in 2013, following the deaths of over a dozen toddlers after Hepatitis B jabs.
But Li and others in a similar situation are far from being convinced.
“I dare say they didn’t do any verification but only went through the motions,” said Li.
Li suspects that authorities are giving him the runaround. The officials told him a panel of experts would start an investigation within his province, but when he called the provincial level health agency, they disavowed any knowledge, saying reports of these cases had never reached them.
Li and others seeking scrutiny of this issue also stand little chance to get their voices heard in the vast Chinese censorship machinery that constantly filters out anything deemed harmful to the communist regime’s interests.
“The information gets blocked the instant we try to post something online. You can’t send it out,” said Li.
When China’s two top political bodies met last week for its most important annual gathering in what Beijing called the “Two Sessions,” Li pitched in the WeChat group the idea of petitioning in the capital to get the authorities’ attention.
That message drew the authorities’ notice immediately.
“The police called us one by one,” said Li. “They said we have made things up and ordered us to withdraw from the chat group.”
The group was soon disbanded. An information sheet containing details of over 200 leukemia patients, filled out by members of the group, is no longer accessible.
According to Li, there are signs indicating that authorities are well aware of this issue. Doctors, when receiving patients presenting with similar symptoms, would first ask them if they had taken the vaccine, he said, citing information he learned from the WeChat group.

Li got the same reaction when calling the hotline for Chinese state broadcaster CCTV in the hopes of getting media exposure.
“As soon as we said the children had taken COVID-19 vaccine, they asked me if she had gotten leukemia. They knew,” said Li. “They said that they got too many calls because of this.

Desperation
The cost for treatment is estimated at around 400,000 to 500,000 yuan ($63,093 to $78,867), more than 20 times the average annual income.
Wang, whose 10-year-old was diagnosed with leukemia, is the sole breadwinner for his family and is already under strain making mortgage repayments. He received about only 1,000 yuan ($157) through the state social assistance program to help pay for his son’s treatment.
“I stayed at the hospital until 4 a.m. the night before,” said Wang, adding that the crushing news has quite “broken” the boy’s mother.
“Had he inherited it from the family, we’d accept it as our lot,” Wang said. “But he got sick because of the vaccine. I just can’t reconcile it.”
Li, meanwhile, has been borrowing money from his relatives for the hospital fees. Some of the money trickles in in bills of 20 and 30 yuan, the equivalent of a few dollars, he said.
Li has heard no response from officials or the media.
His friend who works at the local health commission overseeing the distribution of vaccines has told him to not put much hope in the matter.
“The officials knew that you could get leukemia, but the ‘arm is no match for the thigh,’” the friend told him, referring to a Chinese metaphor. “This is a national issue.”
The Health Commission of Lanzhou City, the Health Commission of Gansu Province, the Gansu Provincial Center for Disease Control and Prevention, the Lanzhou Disease Prevention and Control Center, the Jiuquan City Disease Prevention and Control Center, Sinopharm, and Sinovac did not answer multiple calls for comment.

The World Health Organization (WHO) has reportedly told Kiev to dispose of dangerous research materials kept in laboratories around the country to prevent the pathogens from being leaked or “accidentally” released.
The UN agency revealed the details behind its recommendation to Ukraine in statements to Reuters and Russia’s TASS news agency on Friday.
“As part of this work, WHO has strongly recommended to the Ministry of Health in Ukraine and other responsible bodies to destroy high-threat pathogens to prevent any potential spills,” the UN agency stated, as quoted by Reuters. It specified neither the nature of materials that should be destroyed, nor the date when it gave the advice.
The agency only reportedly told Reuters that it had been working with Kiev for “several years” to make sure “accidental or deliberate release of pathogens” never happens.
The Russian military previously accused Washington of creating and funding a network of “biolabs” in Ukraine as part of an alleged bioweapons program. Russia’s Ministry of Defense claimed on Thursday that documents it seized in Ukraine’s research facilities suggest that the US was planning to “work on bird, bat and reptile pathogens,” and potentially study whether these animals could transmit such dangerous diseases as an African swine fever virus and anthrax.
On Friday, Moscow called for the UN Security Council to convene to discuss alleged US-backed biological weapons programs in Ukraine.
The US and Ukranian governments have both vehemently denied the claims, insisting that no bioweapons program has ever existed in Ukraine. Ukrainian President Volodymyr Zelesky stated on Friday that most of his country’s bio-research facilities were inherited from the Soviet times, and were “focused on civilian science.”
On Thursday, US Director of National Intelligence Avril Haines admitted that Washington had “provided assistance” to the labs, but insisted that it was strictly “in the context of biosafety.”

Unless either Ukraine or the US can prove otherwise, the available evidence points to Kiev operating biological laboratories which may have violated the Biological and Toxins Weapons Convention.
Under Secretary of State for Political Affairs Victoria Nuland appeared before the Senate Committee on Foreign Relations on March 8, testifying on the US and international response to Russia’s attack on Ukraine. After delivering her opening remarks, the veteran US diplomat took questions from the committee members. One question, asked by Senator Marco Rubio, a Republican from the state of Florida, stood out. “Does Ukraine have chemical or biological weapons?” he asked.
Nuland answered the question very deliberately. “Ukraine has biological research facilities which, in fact, we’re now quite concerned Russian troops, Russian forces may be seeking to gain control of, so we are working with the Ukrainians on how we can prevent any of those research materials from falling into the hands of Russian forces should they approach,” she said.
Moscow calls for strengthening bioweapons treaty . Of note was the fact that none of this was mentioned in the entirety of her opening speech. The purpose of Rubio’s question wasn’t to pin Nuland into a corner, but rather set up the follow-on question, designed to deflect a very discomforting issue into a propaganda opportunity for the US government.
“I’m sure you’re aware,” Rubio said, “that the Russian propaganda groups are already putting out there all kinds of information about how they have uncovered a plot by the Ukrainians to unleash biological weapons in the country, and with NATO’s coordination.” The senator paused before asking his question. “If there is a biological or chemical weapon incident or attack inside Ukraine, is there any doubt in your mind that 100% it would be the Russians behind it?”
Nuland answered this question with more authority: “There is no doubt in my mind, Senator. And, in fact, it is a classic Russian technique to blame the other guy for what they are planning to do themselves.”
Rubio was right about one thing – the Russians were having a field day about the “biological research facilities” Nuland was so reticent about discussing. Maria Zakharova, the spokesperson for the Russian Ministry of Foreign Affairs, announced that “We [Russia] confirm that, during the special military operation in Ukraine, the Kiev regime was found to have been concealing traces of a military biological program implemented with funding from the United States Department of Defense.”
According to Zakharova, the Ukrainian Ministry of Health, on February 24 – the first day of the Russian offensive – had ordered all the Ukrainian biological laboratories to “urgently” eradicate the stored reserves of “highly hazardous pathogens of plague, anthrax, rabbit fever, cholera and other lethal diseases.” She said the documentation on the “urgent eradication” of the pathogens was “received from employees of Ukrainian laboratories.”
While noting that more work was being done by the Russian Ministry of Defense to fully assess the documents in question, Zakharova said Russia was able to conclude “that components of biological weapons were being developed in Ukrainian laboratories in direct proximity to Russian territory.”
“The urgent eradication of highly hazardous pathogens on February 24 was ordered to prevent exposing a violation of Article I of the Biological and Toxin Weapons Convention (BTWC) by Ukraine and the United States,” she added.
US responds to Russian bioweapons claims
Article I of the BTWC states that “Each State Party to this Convention undertakes never in any circumstances to develop, produce, stockpile, or otherwise acquire or retain:
microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;
weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict.”
Earlier, the US Embassy in Kiev published information relating to what it described as a “Biological Threat Reduction Program,” a collaboration between the US Department of Defense and the Ukrainian government. According to this data, “The [biological threat reduction] program accomplishes its bio-threat reduction mission through development of a bio-risk management culture; international research partnerships; and partner capacity for enhanced bio-security, bio-safety, and bio-surveillance measures.” According to the US Embassy, “the Biological Threat Reduction Program’s priorities in Ukraine are to consolidate and secure pathogens and toxins of security concern and to continue to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats.”
This all sounds innocuous enough and, if true, seems to meet the criterion set forth in Article 1 of the BTWC regarding “prophylactic, protective or other peaceful purposes.”
There is suspicion, however, that the Defense Threat Reduction Agency-led biological programs may have a more nefarious purpose. The Bulgarian investigative journalist, Dilyana Gaytandzhieva, has conducted extensive research into this issue. “The US Army regularly produces deadly viruses, bacteria and toxins in direct violation of the UN Convention on the prohibition of Biological Weapons. Hundreds of thousands of unwitting people are systematically exposed to dangerous pathogens and other incurable diseases. Bio-warfare scientists using diplomatic cover test man-made viruses at Pentagon bio laboratories in 25 countries across the world,” she claimed.
Gaytandzhieva’s work has been dismissed by the US as ‘pro-Russian propaganda.’ But the inescapable fact is that the US does not have a clean record when it comes to compliance with the BTWC. So-called “bio-defense” has been used by the US to circumvent, if not outright violate, the provisions of the BTWC in the past. The most flagrant example of this was the CIA-led “Project Clear Vision,” which from 1997 until 2000 sought to reverse-engineer and subsequently test a Soviet-era “bomblet” designed to disperse biological agents, including anthrax. There was a debate within the Clinton administration as to whether “Clear Vision” violated the BTWC, which led to the program being halted in 2000.

There is no need to worry about any such malfeasance at the biolabs in Ukraine, however, the director of the Cooperative Threat Reduction Program, Robert Pope, recently told reporters. “What we have today… are small amounts of various pathogens that by and large are things that are collected out of their environment that they need for research to be able to legitimately surveil disease and develop vaccines against.”
According to Pope, the Ukrainians had “more pathogens in more places than we recommend,” adding that his organization had been helping Ukrainian researchers organize their frozen pathogen collections with an eye on preserving genetic information via sequencing before destroying the live samples. “All of that, obviously, has been derailed here with the recent events,” he said.
Pope’s biggest concern was that if these biolabs lost electrical power for any extended time, then the frozen samples would thaw out. “If the ventilation system is damaged, or the building itself is damaged, and these now ambient-temperature pathogens are able to escape the facility, then they can be potentially infectious in the region around the facility,” he said.
He expressed hope that the facilities would not be deliberately attacked. “I think the Russians know enough about the kinds of pathogens that are stored in biological research laboratories that I don’t think they would deliberately target a laboratory. But what I do have concerns about is that they would… be accidentally damaged during this Russian invasion.”
While Pope had been painting a relatively benign picture of the types of pathogens stored at the facilities he supervised, he left a clue about the potential for something far more worrisome. While noting that many of the biolabs in Ukraine were of new construction, “others date back to the Soviet-era and the country’s bioweapons program.” Some of these older laboratories, Pope said, could hold pathogen strains dating back to the Soviet biowarfare programs. “Scientists being scientists, it wouldn’t surprise me if some of these strain collections in some of these laboratories still have pathogen strains that go all the way back to the origins of that program.”
If this is the case, then the Ukrainian labs could very well be the repository of Anthrax 836, an extremely deadly strain of that disease specifically developed to be delivered in warheads mounted on SS-18 intercontinental ballistic missiles operating from Ukraine.
US comments on Ukrainian ‘biolabs’. This, it would seem, would put the labs in direct violation of the Biological and Toxin Weapons Convention, which prohibits the acquisition or retention of pathogens “that have no justification for prophylactic, protective or other peaceful purposes.”
Anthrax 836, and other similar Soviet-era biological weapons, no longer exist. As such, there is no need to conduct research designed to defend from any potential exposure to such agents. The only possible explanation for retention of Soviet-era biological warfare pathogens would be to keep them for some future biological warfare program, or as a source for covert operations seeking to falsely link a target nation, such as Russia, to illegal activity.
If Marco Rubio had been doing his job, instead of promoting anti-Russian propaganda, he could have – indeed, should have – held Victoria Nuland’s feet to the fire regarding what was really going on at the biological labs in Ukraine. There might be an innocuous answer out there. But until it is provided, it appears that Russia did in Ukraine what the US was unable to in Iraq – launched an attack on a nation which was in possession of prohibited biological weapons.

Russia’s Defense Ministry says Kiev ordered scientists to destroy samples of plague, anthrax, and other lethal pathogens
As Russian troops entered Ukraine, the government in Kiev ordered the “emergency destruction” of pathogens including plague and anthrax at US-funded laboratories near the Russian border, the Ministry of Defense in Moscow claimed on Sunday. Earlier rumors that the Russian military was targeting US-run biolabs were written off as conspiracy theories, but the ministry has promised to back up its claims with documents.
“We have received documentation from employees of Ukrainian biolaboratories on the emergency destruction on February 24 of especially dangerous pathogens of plague, anthrax, tularemia, cholera and other deadly diseases,” read a statement from the ministry.
The statement accused the “Kiev regime” of conducting an “emergency cleansing” to hide evidence of the supposed biological weapons program, which the ministry claimed was funded by the US, and involved the production of “biological weapons components” at at least two laboratories in the cities of Poltava and Kharkov, both of which have seen intense fighting between Russian and Ukrainian forces in recent days.
The documents published by the ministry purportedly include an order from the Ukrainian Ministry of Health to destroy the pathogens, and lists of the germs in question.
RT can not independently verify the authenticity of these documents. Russia’s Defense Ministry said that they are currently being analyzed by radiation, chemical and biological protection specialists.
“In the near future we will present the results of the analysis,” the ministry said, adding that it believes the documents will prove that Ukraine and the US were violating Article 1 of the UN Biological Weapons Convention. The US, Ukraine and Russia are among more than 180 parties to this treaty, and under Article 1 of the agreement, all parties agree “never under any circumstances to develop, produce, stockpile, acquire, or retain” biological weapons.
As of the moment of this article’s publication, Washington has not commented on the ministry’s claims, and neither has Kiev.

“Ukraine has no control over the military biolabs. The Ukrainian government is not allowed to release sensitive information about the program,” the Brazilian news outlet claimed.
Over the past 20 years, the Science and Technology Center in Ukraine, jointly established with the United States, invested over $285 million in about 1,850 projects carried out by scientists who, according to Gaytandzhieva, previously worked on the development of weapons of mass destruction.
